PROJECT INFORMATION:


The major purpose of this project is to obtain enough data on the 
Clearwater area to be able to determine what groups and individuals B1 
will need to penetrate and handle in order to establish area control.


MAJOR TARGET:


To fully investigate the Clearwater city and county area so we can 
distinguish our friends from our enemies and handle as needed.


PRIMARY TARGETS:


1. Collections Officer Base responsible for investigatory targets.


2. Branch 1 Dir ?Base to ensure that the investigatory targets are 
accurately and completely done.


3. AG I Base responsible for overall completion of targets.


VITAL TARGETS:


1. Collections Officer Base is not to be pulled off these targets for 
any reason.


2. Branch I Dir Base to debug any bugged investigation or targets 
effectively.


3. Handlings must align with the intent and targets of the Policy Letter 
Targets Defense.


CONDITIONAL TARGET:


AG I Base to ensure finances are arranged for an that proper xeroxing 
and filing facilities are obtained.

OPERATING TARGETS

   

Locate all local medical societies, clinics, hospitals, etc.

   

Gather up the names of main officers and directors of each.


3. Fully investigate each official and director using overt data 
collection.


4. Add to data from No. 3 above what is needed from covert collections.


5. Compile a time track on each one showing his connections. Send full 
report on each person up lines with recommended handling.


6. Cross file all data gathered.


7. Locate all local intelligence agencies (eg. police, intelligence FBI 
office, etc.)


8. Gather up the names of the heads of each


9. Fully investigate each one


10. Add to data from 9 above what is needed from covert collections.


11. Compile a time track on each one showing his connections. Send full 
report on each person up lines with recommended handling.


12. Cross file all data gathered.


13. Locate all local PR forms.


14. Gather up the names of main officials and directors of each.


15. Fully investigate each official and director using overt data 
collection.

16. Add to data from 15 above what is needed from overt collections.


17. Compile a time track on each one showing his connections. Send full 
report on each person up lines with recommended handling.


18. Cross file all data gathered.


19. Locate all local drug firms.


20. Gather up the names of main officials and directors of each.


21. Fully investigate each official and director using overt data 
collection.


22. Add to data from 21 above what is needed from covert collections.


23. Compile a time track on each one showing his connections. Send full 
report on each person up lines with recommended handling.


24. Cross file all data gathered.


25. For each government agency listed below do the following:

 

A. Locate the head(s) or senior official(s) in charge of the activity. 
(Could be a council, comission, or a board.)

  

B. Investigate the head(s) or senior official(s) for enemy connections.
  
  

C. Compile a full report with time track on each of these heads or 
senior officials and send up lines.

 

 D. To the reports compiled per C above add your recommended handling 
(Ops, penetration, keep an eye on him, or he's a potential ally.)


  E. Cross file all data.

program; if it is handle under Dist. Atty. Office target of the US

58. Gather up the names of main officials and directors of each.

59. Fully investigate each official and director using overt data 
collection.

60. Add to data from 58 what is needed from covert collections.

61. Compile a time track on each one showing his connections. Send full 
report on each person up lines with recommended handling.
